Is the MSEP a scholarship program?

What is the Midwest Student Exchange Program?
The Midwest Student Exchange Program, or MSEP, is a multi-state tuition reciprocity program. Through the MSEP, public institutions agree to charge students no more than 150% of the in-state resident tuition rate for specific programs; private institutions offer a 10% reduction on their tuition rates.
Which states participate?
Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, or Wisconsin.
Why is my state listed on your map on the home page but not on the MSEP site?
MSEP is a voluntary program and only nine of the twelve states in the Midwestern Higher Education Compact (MHEC) participate. Iowa, South Dakota, and Ohio do not participate in MSEP at this time. If your state is not currently participating, please contact your state MHEC Commissioners to encourage participation. A listing of the MHEC Commissioners can be found online here.
Who is eligible to participate?
You must be a legal resident of Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, or Wisconsin. You must be enrolling as a non-resident student at a participating MSEP campus to receive the discount.
How much can I save?
Actual savings through the program will vary from institution to institution depending upon the tuition rates. Participating students will typically realize savings between $500 and $3,000.
How do I enroll?
Contact the Campus Administrator at the participating MSEP institution directly. Mark prominently on the institution's application form that you seek admission as a MSEP student.
