Dr. William Napier serves as the senior advisor to president and secretary to the Board of Trustees at Cleveland State University. Dr. Napier's previous role was executive assistant to the president and secretary of the Board of Trustees for The Ohio State University. His other positions have included vice chancellor for the Ohio Board of Regents, assistant director for the Ohio Department of Natural Resources, special assistant to the president and director of government relations for The Ohio State University, and commissioner officer for the U.S. Public Health Service in Washington D.C. Dr. Napier is also a former member of the city council and was the vice-mayor for the City of Upper Arlington, Ohio.

Dr. Napier received his bachelor's from Maryville College in Maryville, Tennessee; two master's degrees, one in the science in city planning from the University of Tennessee and another in public administration from the University of Alabama, Tuscaloosa; and he received his doctorate in political science from The Ohio State University.
