Richard Short Assumes Chair of Midwestern Higher Education Compact

LOUIS, MO; MINNEAPOLIS, MN and GOODLAND, KS – Mr. Richard Short of Kansas assumed the position of commission chair of the Midwestern Higher Education Compact (MHEC), during the commission’s semi-annual meeting held in St. Louis, MO, on November 14-15. Short was elected last fall and served a year term as vice chair (2015-16), and a term as the Compact’s treasurer (2014-15). One of four regional higher education compacts in the United States, MHEC is a nonprofit regional organization assisting its 12 member Midwestern states in advancing higher education through interstate cooperation and resource sharing.

Mr. Short was initially appointed a MHEC commissioner in 2011 by Governor Brownback, he continues serve as the governor’s appointee.

"I am excited to lead this organization as chair and look forward to working with commissioners and the staff as we strive to have an impact with MHEC’s programs and services as we face ongoing challenges in higher education,” said Mr. Short.

Kansas has been a member of the Compact since April 1990. Kansas higher education institutions, school districts, state and local governments, as well as students and families saved over $5 million in FY16 by using MHEC’s cost savings programs and services, and its student exchange program.

“Mr. Short’s service on our Executive Committee and guidance as an officer these past two years combined with his leadership as assistant treasurer on the Northwest Kansas Technical College Board will be instrumental in serving MHEC’s many programs and initiatives,” said Larry Isaak, MHEC president.

In addition to Mr. Short, current Kansas MHEC Commissioners are: Representative Barbara W. Ballard, Kansas Legislature and associate director of the Robert J. Dole Institute; Dr. Blake Flanders, president and CEO of the Kansas Board of Regents, Senator Ty A. Masterson, chair of the Senate Ways and Means Committee, Kansas Legislature; Dr. Helen Van Etten, board member of the Kansas Board of Regents. Senator Marci Francisco, Kansas Legislature; and Representative Marc Rhoades, Kansas Legislature, serve as commissioner alternates.

The compact seeks to fulfill its interstate mission through programs that expand postsecondary opportunity and success; promote innovative approaches to improving institutional and system productivity; improve affordability to students and states; and enhance connectivity between higher education and the workplace. Member states are: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.
