Student Exchange Program Sees Growth in Indiana
In the past two years there has been noticeable growth of Indiana institutional participation in the Midwest Student Exchange Program (MSEP). This MHEC program offers institutions the opportunity to attract out-of-state talent, and was one of MHEC's first programs in its 25-year history.
“The Commission is very pleased to see increased engagement in the MSEP," stated Ross Miller, director of state authorization and reciprocity for the Indiana Commission for Higher Education. "We realize the benefits to the students, institutions and the state of Indiana.”
Joining were: Indiana University East, Indiana University Kokomo, Indiana University Northwest, Indiana University Purdue University Fort Wayne, Indiana University Purdue University Indianapolis, Indiana University South Bend, and Indiana University Southeast. Ball State University, Indiana State University, and Ivy Tech Community College have been participating for some time.

NC-SARA Implements New Policy and Operations Manual, M-SARA Hosts Upcoming Webinar
On Monday, NC-SARA released a new SARA Manual. The document incorporates, updates, and replaces all previous versions of the SARA Policies and Standards as well as FAQs. The new document is now arranged by policy issue. Compiled with input from the NC-SARA staff, the NC-SARA National Council, the Regional Compacts, the State Portal Entities, and other appropriate parties, it now also includes procedures for use by states and detail on SARA applications, renewals, payment of fees, and data collection for states and institutions. It can be downloaded on the NC-SARA website.
Jenny Parks, director of MHEC's Midwestern-State Authorization Reciprocity Agreement, along with Midwest state portal agents, and institutional representatives will offer a webinar on Website Improvement for M-SARA Institutions on February 15, at 1:00 p.m. CT. This webinar will describe, show examples, and provide checklists of the types of information participating SARA institutions find useful to provide on their websites. Institutional representatives will share strategies for how they have improved their websites to better meet the needs of SARA students.
Specific topics addressed will include: Ways to help students understand the SARA student complaint process and ideas for professional licensure and state authorization disclosures. The webinar will be 60 minutes with time allotted for answering questions. REGISTER HERE

On December 13, Jennifer Dahlquist, MHEC vice president, presented Best Practices for Financing and Funding Interstate Compacts--Sustaining the Mission at the Council of State Governments’ National Center for Interstate Compacts (NCIC) first Summit of the States on Interstate Collaboration. She also presented Best Practices for Defending Interstate Compacts 25 Years Strong: The Midwestern Higher Education Compact at the Summit along with Tim Flakoll, MHEC chair-elect and provost for Tri-College University (ND).
MHEC welcomes Jessica Tormey, chief of staff and interim vice president for University Relations at the University of Wisconsin System, as a MHEC Commissioner Alternate. She was appointed on December 7.
Property Program Opens Registration for Annual Loss Control Workshop
Participants of MHEC's property insurance program will gather March 9 and 10 in St. Louis for the Compact’s 19th annual Loss Control Workshop. Registration is now open at http://mhec.org/workshop. Various topics related to loss prevention, emergency response, and risk management applicable to higher education institutions will be presented. This is an excellent forum for program participants to meet and interact with their peers from the MHEC region, as well as program participants from the Western Interstate Commission for Higher Education and the New England Board of Higher Education. This event is a low-cost professional development opportunity for the program participants, with no registration fee. The workshop is also open to prospective institutions in all four of the regional higher education compacts; however, there is a small registration fee of $150 for the nonparticipating institutions.
The MHEC property insurance program is now national in scope and covers over $92 billion in total insured values. In FY 2016 it is estimated that the program saved its participating members over $8 million – over 5 million of these savings for the Midwest participants alone.
