Consistent with the procurement rules of the member states of the Compact, MHEC has adopted a single feasible source policy that allows MHEC contracts to be awarded on the basis of a sole source following a public posting process. MHEC followed this process prior to entering into an agreement with Creative Commons to provide licensing services.
