Consistent with the procurement rules of the member states of the Compact, MHEC has adopted a procurement policy that requires MHEC contracts to be awarded on the basis of a competitive RFP process. MHEC followed this competitive RFP process prior to awarding the bid and entering into an agreement with Marsh to provide program administrative services for the Master Property Program.
